Small and medium -sized businesses may simplify the procedure for buying municipal and state premises, and the Ministry of Economic Development has already prepared a corresponding bill.
In the new version of the law, it is proposed to significantly reduce the list of state and municipal objects, which could previously be transferred only for rent, as well as improve the conditions for the redemption of such property. In addition, this project should cancel restrictions regarding the maximum size of the area of the premises that are leased with the aim of subsequent redemption. At the present time, the size of the area of the leased premises is determined in accordance with the laws of the constituent entities of Russia.
The text of the newly proposed draft law states that the abolition of restrictions will only be for the premises that are under rent from small and medium -sized enterprises (SMSP) for at least two years, at the time of the first of September the year of the current year (now this is the fifth of August 2008). The minimum installment period provided for by the new law is established within three years, while today it is established by local authorities independently in each individual region of the country.
Also, in the case of the adoption of the aforementioned bill, those entrepreneurs to whom the authorities refused to redeem the leased property, due to the fact that it fell under the category intended only for delivery, will be able to again submit a petition to buy the rented premises.
Plus to the above, the law will allow all subjects of small and medium -sized businesses, which for five years rent premises standing in the list of property intended for renting out, submit a petition for the purchase of this real estate. We note the fact that the room should also be on this list for five years.
Today, according to Federal Law No. 159-ФЗ dated July 22, SMPS has a predominant redemption of the premises rented by them, which are in municipal or state property. At the same time, in the law there is a clause providing for a list of property that should be leased directly to the subjects of small and medium -sized businesses, including those whose main sphere of activity is the sale of racks.
