Mostly reading the State Duma approved a bill aimed at reducing bureaucratic procedures in the distribution of lands on which the construction of real estate is planned. This document is aimed at accelerating the involvement of housing, land plots consisting of federal possession. Some amendments are made to the relevant law.
The committee engaged in construction and land relations explained that now, if a free plot is detected in any region, the RZHS Foundation gives an application for it. The Government Commission decides whether to approve this plot behind the subject or to redirect it to the fund. In accordance with the current law, if for three years the subject does not build up this section and does not use it in any way, then the land is transferred to the fund. This bill reduces the time allotted for the adoption by the subjects of such a decision in such areas, from 3 years to a year for the construction of real estate and up to one and a half years to organize business incubators, industrial and technology parks, as well as the transfer of infrastructure objects, gratuitous urgent use or property.
According to the author of the bill m. Shakkuma, this action will make it possible to stimulate state authorities of the constituent entities of the Russian Federation much faster to make decisions regarding the transfer of land plots to developers to fulfill the construction on them. In addition, this will prevent situations when, according to the areas in the management of one subject, decisions are not made to provide them for development for mastering.
Also, state authorities of the constituent entities of the Russian Federation will be able to put forward requirements for the characteristics and construction parameters in such land plots. This will make it possible to increase the quality of the housing being built on federal land plots.
