In the final press release based on the auction of the RZHS Foundation (Housing Development Assistance) dated December 05, 2011, the regional Rostov mortgage corporation, abbreviated RRC, was proposed the conclusion of a lease agreement, according to which the land plot in Novocherkassk (Rostov region) is allocated for housing development. In fact, the auction did not take place in its standard form, since the number of bidders consisted of only one corporation. Therefore, the acquisition of the lot was closed at the initial price – this is 1.416 million. rub., including 18% VAT. This is several times more expensive than Suzuki SX4.Nikolai Shmelev, as the head of the unit of the RZHS Foundation, were voiced before the auction of the motives of the housing use of the site. Among them was highlighted: a favorable location (5 km. from Novocherkassk and 33 km. from Rostov-on-Don), a large area for development, with the possibility of high maneuverability in planning. The future housing area of buildings will be in the range from 40 to 90 thousand square meters with a share of economic class housing of 70%.The lease term of the territory under the conditions of the auction was outlined by the limit of 4 years. The fee of 1 square meter is 170.59 rubles. with 18% VAT. The RZhS Federal Foundation, founded in 2008, successfully realizes the tasks of selling or leasing of plots with federal property status. The fund has a wide contractual and legally regulated base with all constituent entities of the Russian Federation. The main goal of the fund is the housing and construction and infrastructure-extensive programs, as well as to promote the creation of technology parks, industrial parks and business incubators. The expected income from the fund’s activities in 2011 will approach the level of 4.7 billion. rub., of which more than 40% is returned to investment in the engineering arrangement of plots for construction. The development plans of the RZHS Foundation until 2014 are recorded by the regulation in the sale of at least a third of the necessary housing from all erected in the Russian Federation.
